This thermal fuse is used in many Whirlpool built electric dryers and can generally be found on the blower housing on the back of the dryer. The common symptom that occurs when one of these fail is the dryer will not start. Thermal fuses can be check with a simple continuity check from a multimeter. If the fuse has failed, it is important to check the venting from the dryer to the outside of the home as this is the most likely reason for the fuse to fail. These fuses are also used on gas dryers, but the symptom will be the dryer will not heat.
